Plot: The theme of the movie based on what government says and what actually gets materialized. Paani(Thirst) is an effort to search between what the government system says and what is actually executed. The gap amongst promise and execution is a serious threat to the principles of sovereignty and democracy.

The story starts with Jitu when one fine morning he finds Lila the mohurer unloading water pipes from the departmental tractor in front of the public library. News spread far and fast that it is only a matter of time water finds its way.

The shooting of the movie was carried at Sotia, in Sonitur district of Assam.
